What is a good manual for drill and ceremony that civilians can easily obtain? I am specifically looking for correct D&C commands for the Color Guard, both indoor, and in outdoor flag raising ceremonies.

Hi Mark,
Well, since the Army is the senior military service, their drill manual takes precedence in the Armed Services. That seems to me to be a good enough reason to recommend it for civilian use. The Army's current drill manual, FM 3-21.5, is available all over the net in PDF format and it includes a large section covering color guard material.
Here's a copy.
I wouldn't recommend printing the entire thing, but you can print the sections you'll need easily enough.
